How can illegal "voicetracking" be "cost-effective"? CC just doesn't want to invest money in developing and retaining local air talent, like a logical broadcaster should be doing. Radio is not just a business...it is a SERVICE TO THE COMMUNITY. As a result, the majority of their stations are very low-rated; in some markets, NPR member stations beat out CC-owned stations. Just a few short years ago, CC was on the edge of bankrupcy, piling up massive losses.
