[HCDX] Colombian accents. Any experts?

I recorded this on 1070 kHz and am pretty sure the announcer is identifying
Radio Santa Fe, Bogota. However it sounds to me like "rOdio sOnta fe".

Is there anyone out there who could comment on the pronuciation (and confirm
that it is Radio Santa Fe).
