[HCDX] French Language Pirate on 1710 kHz

Since 0210 UTC on 13 April 06, I've been listening to a French language
presumed pirate on 1710 kHz. There is plenty of thunderstorm static to
make listening difficult, but the signal is a solid S9, leading me to
believe that it is possibly a replacement for the usual Lubavitcher pirate
on that frequency. The Lubavitchers may have vacated the frequency to
celebrate Pesach and the Hatians have moved in. On that basis,
location is presumed to be Brooklyn, NY. Is anyone else hearing this?
