[HCDX] UNID 1485 kHz

Europeans! Help me to ID!
Dear Friends,
I hear something testing on 1485 kHz and ID-ing in seemingly American 
English. Plays ballads and said something about February. Maybe a test? 
Heard today (Jan 11th) at 15.22 and after that, but is very weak and fading 
away for long times. ID-ed like "... to Red (?) Radio".
Can you please help me with the identification?
