[HCDX] Updated edition of BDXC's Africa on Shortwave guide

An updated edition of the Africa on Shortwave guide is now available on the
British DX Club web site.

Compiled by Tony Rogers, Africa on Shortwave is a comprehensive
country-by-country guide to domestic and external shortwave broadcasts from
Africa, including selected opposition and target broadcasts to the African
continent.
