Hi Dan, WRTH 2005 lists this as RFE/RL in Kyrgyz, is from 1300-1330 daily
and intended for Central Asia from transmitters in Sri Lanka.

Does anyone know what station is on 9315 kHz around 1300 and beyond UTC?
The signal is fair. Maybe a Russian dialect?
