Nothing at all on 9315 in PWBR 2005, but HFCC B-04 shows

9315 1400 1430 30S,31S IRA  250 356 1234567 311004 260305 D Kyrghiz CLN IBB IBB

That is R. Liberty via Sri Lanka.
