[HCDX] Special IRRS broadcast

There is a  IRRS special broadcast
on Christmas day using 100 kW
(Saturday Dec 25) on 13840.

We will also be using 100 kW on
Fridays and Sunday evening from
2100-0000 CET effective from
3rd of December 2004.

All other evenings we will be using
20 kW from 2100 -2230 CET.
