[HCDX] Test broadcast from KTWR Guam on 10th August

This just in from DXAsia:

In order to find out a suitable replacement channel for 9920 kHz for the
Indian service, KTWR is going to test 11720 kHz at 1330-1500 hrs ONLY on
10th August.
