[HCDX] News and question

Hi all,
Yesterday night I heard Radio Huanta 2000, Peru on the new frequency of 
4751.8 with very good reception. I also heard Radio El Buen Pastor, Ecuador 
on 4815 and Radio Clube Varginha, Brasil on 3245.2, all around 23.00-00.00 
and later.
Question: On August 8th I heard a French speaking test, a repeated message 
for radio amateurs (???) on 3381U kHz at 23.00- They talked about radio 
amateurs and all the time said all the months in French. "Cette emision est 
destiné regard des amateurs" or similar... Help!
