[HCDX] blank qsl cards why?

Dear Whom it may concern,

Why do Radio station send blank qsl cards to their listeners?

I dont understand this, i send a station a radio reception report, instead of verifying it on a qsl card, they send you and empty blank qsl card without any detail on it. Are they expecting me to fil it out myself and sign it ? or do i fill it and repost it again to them to sign ? or was it a sign that my report was not correct, so they are sending me one blank one trying to compensate me? or is their own way of verifying reports... send blank qsl cards? or was it one mistake too many? or was it.......??????? I want to know.
