Guy, I was sent the same information, and there is a reference to local 
time.  Here it is:


Radio Checks/Times:


All times in these advisory notes are Hong Kong local time, which is the 
same as Philippines local time GMT/UTC plus eight hours.

So, your conversions are correct!...........Walt.
