[HCDX] 4820 continuous?

Just  listening to 4820 ( listed as tibet PBS)  with  continuous  chinese 
pop  music on 19 30 and then  . Signal level S9 and nice audio but 
suffering from 4824 ( TTY signal ) with better audio at tune out on  
4818 

I am only wondering why they are transimitting at vacant times ....
