[HCDX] New WRTH updates link

In response to the problems encountered with some web browsers, the WRTH
updates file is now accessible by clicking on a link (rather than a ticker
tape banner) and the file name has been changed to conform to web syntax.
 
For anyone still experiencing problems, the new link is posted below:
