[HCDX] VO Tigray Revolution again on 5500

After a long absence, Voice of the Tigray Revolution, Mekelle, Ethiopia
was noted again on 5500. This was in parallel with their usual 6350.
Heard on 11 Sep at 1800 with good signal.
