Water has physical properties that allow it to reflect better than earth
(dirt, etc.) does. I've worked on the water as a commercial fisherman and
always got sunburned from the sun reflecting off the water. Radio waves
(part of the electromagnetic spectrum, like like light) similarly reflect
well off the water. I did my first DXing and hamming from the west coast,
directly on the edge of the water. I had wonderful radio conditions to the
west and south, both directly over water.
