[HCDX] VO Iraqi Kurdistan harmonic on 8170

Clandestine station Voice of Iraqi Kurdistan seems
to have rather strong harmonic on 8170 (2x4085).
Noted on 14 Aug at 1740, getting stronger at 1800.
