[HCDX] [radiostamps] URUGUAY release:2nd Anniversary of URSEC stamp

URUGUAY - On February 21, 2003, The Uruguayan Postal Administration has
released a stamp commemorating the 2nd Anniversary of URSEC (Unidad
Reguladora de Servicios de Comunicaciones), the National Communications
Service Regulatory Unit. 

Code: 2003-7-C, issue date Feb 21, 2003. Face value $12 (twelve pesos)

The stamps depicts a stylized drawing of a transmitting tower as well other
communication devices: an envelope, a computer monitor, a cellular phone.

Send two Euros to me if you want to get the stamp, airmail postage included.
