Those who build tesla coils have learned that some PVC pipe is slightly
conductive. There is a test, you put a sample of the pipe in question into
a microwave oven (with a small dish of water as well) amount of time. If
the pipe gets warm, it is conductive. Perhaps this is related to what you
are seeing?
