I don't know if this is still current, but a quick Google search turned up
this from a 1996 edition of Cumbre DX:
RUSSIA RWM Time Signal Station 9996. f/d card (complete w/ tx power!) in 2
years, after 1 f/up, for $1.00. Address: Russian State Time and Frequency
Service, Institute of Metrology for Time and Space (IMVP), NPO "VNIIFTRI",
Moscow Region, Mendeleevo 141570, Russia. Thanks to Elton Byington for a tip
on this in FT back in 1994. (Krepp) (Cumbre 81)
