[HCDX] Alfa Lima on 21900 KHz

I did manage to log the Alfa Lima test 14/04/02 on 21900 KHz @
1629 UTC. I was late tuning in and only managed to hear a bit of
MX and then the Alfa Lima signoff. Copy was not great but it did
make it all the way to NF :-) SIO 333
