[HCDX] Xinjiang PBS 558 off frequency

Noted Xinjiang PBS Uighur sce on 557.8 today at 1630 w/ ID, cont'd with
music program.  Portzer's PAL lists s/off at 1600, WRTH02 says 1800.
Parallel with 7195. Muffled audio quality, though not as bad as their Kazakh
sce on 1107.
