Vern,

I am currently listening to 4500 kHz at 1720 UTC and am listening to the
Mongolian Service of Xinjiang PBS broadcasting from Urumqui in China.  This
station is also heard from 0000 - 0330 UTC, so is almost certainly what you
were listening to.
