[HCDX] AIR on 4745 kHz ?

Hi,

I heard a station what could be All India Radio on 4745 kHz on February 1 at
around 2330 UTC.
Very weak signal, program in English, All India Radio mentioned.
The signal was still there at 2345, but gone at recheck shortly before 2400.
I heard something on this frequency about 2 or 3 months ago, but the signal
was even weaker, so it remained UNID.
