[HCDX] ADMIN: HCDX copyright notice

Hard-Core-DX has always been supporting free flow of DX information. We are
today starting to use new copyright statement based on "Design
Science License" which is basically same as earlier Gnu Public
License but fits better to non-software publications.

It reads:

THE INFORMATION IN THIS ARTICLE IS FREE. It may be copied, distributed
and/or modified under the conditions set down in the Design Science License
published by Michael Stutz at http://dsl.org/copyleft/dsl.txt
