[HCDX] Radio Popular on 980 kHz ?

This Friday morning at 06.07 UTC I heard a Spanish speaking station on 980 
kHz ID`ing as "Radio Popular" - very clearly - twice. 

Any idea of the location of this new (?) station?? 

Frequency change in Maracaibo ???
