Many years ago, China was a notorious intruder in the 40 metre ham band, but
after years of lobbying the Chines authorities finally moved all broadcast
transmissions out of that band. I doubt they have reverted to their previous
policy, so this looks like either a spurious emission or a technical error.
It would indeed be a step back into the dark ages if CRI were to do this on
a regular basis.
