[HCDX] WRTH/PWBR website

The WRTH-PWBR website has been updated to include the 2002 PWBR. New links
have been added to the Shortwave Broadcasters Links pages. All links will be
checked every two weeks to make sure they work and are up-to-date. All have
been checked as of 01,00 UTC Sunday.
