[HCDX] AFG: can people listen to 8700 kHz in SSB?

Hi,

can people in Afghanistan including refugees listen to 8700 kHz in USB? I am
afraid they cannot.
Maybe this frequency has been published (on leaflets) especially for Taliban
army personell who is able to tune this frequency and corect mode on their
military receivers.
