[HCDX] Improved reception of R. Ukraine Int on 12040 kHz

12040 kHz is much improved over 13590 kHz!

   2130 UT - S5 to S9, no QRM

 April 30, 2001
   0000 UT - S8 to S9 +33 dB, no QRM
   0030 UT - S9 to S9 +37 dB, no QRM
