[HCDX] Russia on 14680?

today on 14680 kHz there was a russian station in AM mode:

14680	20/3	1820-1826	UNID (Golos Rossii?)	sinfo 44444
YM nx in RR: "Amerikanski... Ivanov... Rossii... Vladimir Putin..."

Is it an harmonic?
