Hi,
yes, it is possible to send a letter without stamp and the addressee then
has to pay the postage himself. Post office usually writes the missing fee
on envelope by hand plus adds some penalty.
It happened to me several times in the past that I received letters from
abroad with insufficient postage paid. The missing amount has been written
on the envelope and I was obligatory to paid it incl. penalty. But those
nice people in our local post office where I have a P.O.Box (and pay for it)
never wanted any money from me.
Missing postage is calculated according to international postal agreements
(in French Francs, I think) and then it is converted into local currency.

So maybe VL8A wants to save money this way and lets the addressees to pay
the postage themselves. The question is if everybody has to pay, unless he
sent a return postage or not...
