[HCDX] 15670 DTK-Julich

Has anybody an idea which East African clandestine is broadcasting on
Mondays and Thursdays via DTK Jülich on 15670 kHz between 1700 and 1800 UTC?
I scanned all  my messages and the HCDX archive with no result.
