[HCDX] R Rossii on 1350 from where ?

Last night, I was once again chasing for LPAM RSL stations on 1350 kHz.  In
fact I had almost no success, but I was surprised to hear a R Rossii
programme on this frequency.  Time was 0330.  Has anybody an idea where this
is coming from ?  I think it's not really realistic to count with the 5 kW
Gorno-Altay (Ust-Kan, Ust-Ulagan) stations mentioned in the WRTH 2000.
