[HCDX] Julich 25740

Unhelpfully the times given for the Julich test transmission on 25740 kHz on 10 Nov were not in GMT/UTC.

I tuned in "early" at 1458 UTC and heard the last two minutes of the test.

Fair strength and nice audio though.
