[HCDX] Is Heilongjiang 4840 kHz active?

Hi,

is there anybody who can confirm that Heilongjiang (CHN) on 4840 kHz is
active?

Here in the middle of Europe this transmitter is rare - I heard it twice on
winter 1998/99, but not at all in winter 1999/2000.
Due to lack of details for a report this station still remains not verified
to me...
