I have never sent return postages to Korean stations.
As far as I know South and North Korea are not members of
UN or Postal Union UPU. Thus IRC's are not accepted.
I'd use $ 1. However, I think that lack of
return postage is not reason if Korean stations don't
QSL immediately.
Recently I received QSL from HLKU MBC Pusan 1161
kHz - this took 4 years (taped report in 1996, QSL in
September 2000, no return postage, no follow-up)!
