[HCDX] 3945 Signal ID

I must have incorrectly responded, so I will try this the right
way!

I have heard the same... and I've ID'd them as coming from Japan.

At least, later in the broadcast, they speak Japanese, and the
database I am using lists those as frequencies in their service.
