Some time ago, a letter from one of RUS DXers was read in the framework of
the Vo.Shariah Russian transmission. He sent it via the well-known Box 544
in Kabul. So, the delivery from the outside world to Kabul must work.

But I didn't heard about the backwards link (from Kabul to world) yet.
