Yes, sounds more like a touch lamp.  How do I know.  My wife bought one and
I am forever unplugging it.  It makes the noise even if light is off.
Unplugging seems to be the only way around it.  Exactly as discribed is what
I get with this stupid lamp.  People are so lazy they can't turn a switch
on.  Geez..  Maybe you can get a direction on it with a loop.  You could
tell which neighbor got a new lamp!
