[HCDX]: new Walloon station on 1125/1233 kHz

Since last Friday (5 May) Trafic Plus is broadcasting on
1125 and 1233 kHz in Belgium.

Trafic Plus is an initiative by the RTBF and can be considered an additional
radio station.  Originally Trafic Plus was intended for broadcasting via DAB
only, but as almost no one can listen to DAB for now, RTBF decided to broadcast
the programme on two medium wave channels:
1125 kHz (La Louvière; used to be 20 kW; current power unknown)
1233 kHz (Liège with 2.5 kW)

The idea is to inform listeners about traffic and traffic issues.
