[HCDX]: Foreign SW broadcasters coming to Australia !

I read with amazement in the 'Opinion' section of Saturday's (April 22nd)
Sydney Morning Herald (page 35) that the way is being paved for foreign
satellite and shortwave broadcasters to be licenced from Australia. To date
the government over the years has put a stop to such arrangements. On
December 9th 1999 the government introduced a bill into the Senate for
Broadcasting Services Bill amendment which was rejected but has now been
re-tabled as Broadcasting Services Bill #4 1999.

The amazing thing is that not the ABA or the DoC will licence foreign
satellite and shortwave broadcasters from Australia but lo and behold it
will be the Dept of Foreign Affairs. Further there are provisions in the
bill that the material broadcast from Australia into Asia (or anywhere
else) will not impinge on the national interest / will protect the national
interest with regard to program content.

The bill as it stands won't get up.

What I find amazing is that it's happening at all. Will this mean that the
Beeb or HCJB come to Cox's Peninsula ?

Cheers
