WORLD OF RADIO ON WWCR. We were creamed by Chinese exactly co-channel
15685, and not distorted, during the 1230 broadcast Sat April 1,
presumably meant to jam V. of Tibet. Let us hope our immediate shift
to 1100 on Tue and 1130 on Sat will evade this problem.

** BRAZIL. RÁDIO RGS, Porto Alegre, plans to transmit soon in Spanish
and English, in order to cover all of S America, on 6160. Announcers
are studying the languages. A new Continental transmitter has also

** CONGO. CLANDESTINE from/to CONGO: Radio Liberte. Further to my
previous report, I got a note from MLC confirming that they are
broadcasting from Gbadolite in the Congo. The MLC also provided me
with some more contact information as well as the URL for their
official website. Not much about radio on their web site, there is a
mention of an MLC station in Kisangani known as Radio Freedom, but I

Great Lakes media watchers filled Cumbre DX in on some of the
clandestine stations in this region:

6713 Radio Bukavu is now controlled by the rebel Rassemblement
congolais pour la democratie (RCD)- Goma faction.

Radio Candip, which uses both 3390 and 5066, is controlled by the RCD
faction of Ernest Wamba dia Wamba: the Rassemblement congolais pour
la democratie - Mouvement de liberation (RCD-ML) (via Hans Johnson

** COSTA RICA. Notes from RFPI Mailbag first airing March 31 at 2000,
with Debra Latham and Joe Bernard: while 6975 is down for repairs,
15049 is running 24h, and 25930-USB expanded to about 1300-0300.
James has been atop the tower for hours at a time, but needs help
from another antenna climber, being awaited. It is hard to get
antennas to withstand tropical conditions and 30 kW of load; the
cubical quad for 6975 had various harmonic problems [not that we ever
heard any trace of 2x or higher harmonics here -gh]. A backup antenna
built in November blew apart previously. So antenna improvements are
in the planning stage. Hope to have 6975 back on in a few more days
running 2200-0800 (and nothing was heard here about changing the
frequency). Also, the long-dormant RFPI Weekly Program Update is
expected to resume distribution April 2. Progressive News Network has
been reduced to three days a week for the time being, so that it
could be maintained at the previous level of quality despite reduced
resources; rather than dropping it completely, or spreading resources
too thin on a 5-day basis. BTW, WOR 1030 was at RFPI in time to start
airing Thursday March 30 but for some reason ran at 2230 plus repeats
instead of 2300 (Glenn Hauser, DX LISTENING DIGEST)

** ECUADOR. Greetings from Quito. This note is especially for our
listeners in Europe. Because of interference on our new A00 frequency
from 0600-0800 UTC, we will move to 15160 kHz as of 2 April 2000. We
welcome information on this revised frequency, and will be more than

** PAPUA NEW GUINEA. From Radio Australia's "Pacific Review" program
to be broadcast this weekend: - PNG's NBC to be Corporatised. Papua
New Guinea's National Broadcasting Commission is to be fully
corporatised. A meeting of provincial radio station managers in
Madang has been told that heavy reliance on government handouts over
the past 10 years has crippled operations. NBC Managing Director Tony
Boski says a change from a public service approach to a more

** PORTUGAL / U S A. 15580 VOA has co-channel interference from RDPI,
noted Mar 31 at 2115 (Chris Hambly, Australia) Also April 1 at 1950
(George Thurman, IL) And 15445 also has clash between VOA and RDPI at
1900 April 1 (Hambly)

We immediately alerted IBB to this: ``You have a problem...`` AAMOF,
the RDP A-00 sked, via Carlos L. R. de Assuncao Goncalves via Noel
Green via Wolfgang Bueschel does list both:

15580 is to NAm, 294 degrees, 100 kW ``reserved for special
transmissions`` 1200-2300 M-F; and without that proviso 1200-2000
Sat/Sun, but may be extended to 2300. Judging from the enthusiastic
show at least on Friday, it was some silly ballgame.

15445 is to Eu, 52 degrees, 100 kW, 1600-1900 M-F but may be extended
to 2300; and not mentioned on the Sat/Sun portion of the schedule.

Clearly, some improved coordination is needed between IBB and a
former host country. VOA has long been on both frequencies, currently
15445 1600-1800 from Botswana, 1900-2200 from Morocco; 15580 1800-
2200 from Greenville (Glenn Hauser, DX LISTENING DIGEST)

** U K O G B A N I. Practically all BBC WS programmes have new times,
made more difficult for us to extract from BBC On Air due to its new
emphasis on select local timezones rather than GMT, such as EDT = UT
minus 4, irrelevant for the majority of North and South Americans!

Write On, the letterbox show still skips one week a month for
Waveguide at the same times (in April, week of 22nd), now scheduled as
we have converted into UT:

** U S A. On his March 31 broadcast, Art Bell announced his
retirement from radio effective April 26. April 28 will be a key date
in litigation in Nashville involving WWCR and Ted Gunderson accusing
Bell of being a child molester. His entire statement, including an

** U S A. Nice harmonic on 2660 Friday morning, March 31, was second
only to WWV on 2500. At 1210 in live local news mentioning Texas
towns such as Rockwell, Cameron, obits from Rosebud, Bryan, 1213
weather, said local sunrise was just happening at 6:14 am ``here in
Cameron``, wrapping up cast from the KMIL Newsroom, 1216 devotions.
Next day quick check April 1 at 1220 amid gospel harmonies came ID as
``KMIL is personality and information radio for all of central
Texas``. M-Street Directory VIII has KMIL on 1330 in Cameron TX, 500
watts day, 97 watts night, non-directional. No doubt this was the
unID harmonic I had from Galveston in February (Glenn Hauser, OK, DX
LISTENING DIGEST)

** VIETNAM [non]. Checking again for the relay via RCI, UT Fri March
31, it was only on the air for the first hour 0100-0200 on 9695, not
0200-0300 on 9695, nor 0300-0500 on 9795 as scheduled. We did not
check UT April 1. Since they are tests, perhaps the rest will come up
after the DST change and transmitters become available.

However, checking the VOV website April 1,
http://www.vov.org.vn/docs1/english/programme/index1.html I see that
9695 and 9795 already appear tho heading still shows 31 October to 4
March! and 7250, 7260 via Russia have vanished from English listings,
altho we were still hearing 7250 a few days before. It gives the
supposed times for English, says nothing about this being a 10-day
test nor hints at a new transmitter site:

0100-0130 NE America 9695
0230-0300 NE America 9695
0330-0400 C America 9795

The later frequency is also shown, time conflicting, for Spanish and
Vietnamese:

0300-0400 C America, Caribbean Spanish 9795
0400-0500 NW America Vietnamese 9795

I believe that previous language scheduling via Russia, which might
actually be maintained, had 0100 English, 0130-0230 Vietnamese, 0230
English, 0300 Spanish, 0330 English, 0400-0500 Vietnamese - the last
via DVR on 13665 but that has been deleted too (Glenn Hauser, DX

** WESTERN SAHARA [non]. Clandestine/Morocco, 7470, March 28-30,
+2258-0005*, 343 SIO, Radio Nacional de la Republica Arabe Saharawi,
Noted in Arabic at 2258 UT, Spanish after 2315 but I hrd a Listeners'
letters program at 2328, man reading a letter of well-known German
DXer Harald Kuhl, also other letters until 2358 when OM began with a
newscast before ID ``Radio Nacional de la Republica Arabe Saharawi``
and ``Radio Nacional a nombre del Pueblo Saharawi``. Closing
announcement at 0005*, next days 0000* UT. Note: In my last message I
