[HCDX]: Radio Luxembourg

This is it - confirmation from SES Luxembourg that a new radio service
called Radio Luxembourg 208 is due to start on ASTRA channel 13
7.38Mhz.+7.56Mhz. (soon?). This is therefore an official confirmation and is
quite exciting.

I will ask if 1440 khz is included in these plans.

Things to come..
