Without researching this, it sounds like R. Francia Internacional, French 
Guiana relay. Why does the header say 9700 if it was 9845??

Was  band scanning this evening at 0251 UTC came across a very well produced 
program of Mexican Mariachi music. Frequency = 9845.4
