The only allocation I am aware of that is being studied is 5 MHz. The FCC
has issued a number of experimental licenses to a few amateur stations. 
I doubt if the spectrum160-190 would be useful to 99% of amateur 
operators because the antenna requirements alone are huge and 
equipment would be very expensive.

information.
