Here's a sample of IRCA's publication the soft "DX Monitor".
The email version will be published 35 times/year... paper version 21
times/year.
Some of you folks said you'd consider joining IRCA to get the email version
of "DX Monitor", so I'd thought I'd send a sample.... ENJOY!! phil

ANNOUNCEMENT FROM THE PRESIDENT - phil bytheway
This is the last issue to be published by Ralph Sanserino... congrats to
Ralph on a well deserved rest. I would like to personally thank him for
all the hours spent working on DXM/SDXM/etc... you're a good friend
Ralph... now have fun with your radio stuff!!!
Meanwhile, although all BoD member's ballots aren't in, enough have been
received to confirm Eric Bueneman as IRCA's new Publisher. DXM will be
published every other week during the DX season (two SDXM's) and monthly
in the summer... a total of 21 issues/year. Meanwhile, SDXM will be
published WEEKLY through the season, monthly in the summer for a total
of 35 issues/year. Those who desire a weekly "DX Monitor" are
encouraged to add or switch to SDXM (Ralph will pro-rate your dues for
SDXM only if you like). Ralph's PO Box address will remain as club
HQ... dues and address changes still go to him. I'll publish a full
schedule in next month's SDXM, but the V37 #1 deadlines are as follows:
V37 #1 - SDXM 8/26/99, HDXM 8/27/99, MASTHEAD 9/4/99
SDXM will not change, as I intend to remain EiC for a while. Any
'paper' stuff for DXM send to Eric by his deadline of 8/27. There will
be no dues change at this time.

I (and the rest of my family) spent several days at East Harwich, MA
on Cape Cod. We all did usual tourist activities including the beach,
shopping, and dining out. I also managed a bit of DX. This note just
contains a few quick observations: a comprehensive report will be issued
later.
The band conditions notes may be of interest to the Grayland, WA
DXpedition crew and also to Bruce Conti, who recently DXed from Florida.
The best time to listen was undoubtedly from one half hour before
local sunset to 2 hours after sunset. This corresponds roughly to a
2345 UTC start time and 0215 UTC end time.
Low frequencies on the MW band proved more useful than the higher end
of the dial. The best opening was from 0000 to 0100 UTC on 10 JUL when
four Brazilians (600, 620, 690, and 760) were logged at good strength.
Surprisingly, on several evenings, northern European low-banders such as
Ireland-567, UK-693, and Netherlands-747 were very strong.
Madeira Islands on 603 made an appearance. Usual blasters such as the
various Canary Islands, Spain, and Morocco low-band signals boomed in
around sunset but tended to submerge into domestic slop after 0200 UTC.
The same was true of Venezuelans and the Caribbean splits (535, 555,
705): initially good, but in the "dumper" later in the evening. Cubans
weren't that strong.
PJB-800 was buried by the Canadians. The Atlantic Canada stations
were huge: even CBNA-600 St. Anthony, NF was good, easily overriding
more common CKCL, WICC, and Latin Americans. CKGA-650 Gander held its
own against Antena Dos and WSM. CBL-vacated 740 is now firmly the
property of CHCM, with occasional hints of WJIB and Cuba well under.
Other CBC-network vacated channels are 690 and 940. 690 has a Brazil /
Anguilla mix at sunset; later on Brazil drops out and Colombia and Cuba
fade in, though Anguilla's preaching stays dominant overall. On 940,
WIPR-PR, 2 Venezuelans, Colombia and the religious domestics (WADV,
WKGM) mix it up in the early evening. Cuba, Mexico, and WINZ (FL) join
in later.
I used two slopers off the tops of ~ 20 m tall pitch pine trees at
the E. Harwich house. One sloper was aimed 75 degrees for southern
Europe and the other 165 degrees for the Caribbean. A 100 m wire on the
ground was aimed at 100 degrees. It didn't exhibit much directionality
and it was used mostly as a noise-reducing ground radial. A inverted
triangular K9AY loop of 8.5 m per side was tested briefly. Nulls of New
York City stations were achievable, but generally phasing the two
slopers gave the deepest "pest" nulls. All logs were made on a Drake
R8A receiver.
It's good to see Al Merriman's lively and informative
antenna comments on the E-mail lists once again.

We made it to Indianapolis all right and I am on my fourth week at
work. Feels good to working again after 15 months of being out of work
I have had really only one good session of DX here since I started to
settle in at the new house. It was a Sunday morning bandscan on 7/11,
which means that while it was interesting, it was still difficult in its
own way because of the half-hour church programs. I did come up with
one mystery TIS: I have it marked down as WCLU-850 on 1610, but a quick
check of the FCC database for TIS stations does not show those call
letters on 1610. It does indicate a WPLU260 in Whiteland, IN, which is
just south of here along US 31, so that undoubtedly is the one I had.
I'm up to 72 heard here, but have not really done a full bandscan yet.
My sister will be down from Michigan this coming weekend so that is
probably out but after that, I might be able to get at it. I have been
listening to WMYS-1430 on the car radio to and from work and really
enjoying it. In the "I got lucky" department, I have not noticed any
electrical noise on the radio (car or home) here on the block where I
live, but only about a quarter mile away, the noise just blankets the
car radio something terrible for a block or so. Much much worse than
what I put up with down in South Carolina. The next deadline is only 3
weeks away. Can the start of the new season be that close at hand? I
have always considered the Labor Day weekend to be the start of the new
season for me so I am looking forward to finding out what I can hear.
The weather has finally started to cool down a little bit and I
understand the sunspots will be on the upswing this year. 73.

3GL (DX Australia). In a reply from Ian Tinney of ABC Brisbane,
Australia, Ian comments: "You might be interested to know that the two
transmitters on 855 kHz (4QB and 4QO) operate in synchronous mode.
Obviously the program is identical, and the carriers are phase locked,
well - most of the time anyway! This is not really a satisfactory system
from our point of view as there is a lot of fading problems in the
'middle ground' between the two transmitters. This may also explain some
of the phasing problems at your end. Actually, 4QB (Pialba) will be
closed at some time in the not too distant future, leaving the frequency
clear for 4QO (Eidsvold). The 4QB area is now served by FM, and the AM
transmitter sits on a few million dollars worth of beach-front real

KOREA, SOUTH: AFKN-1260 ex 1044 (Arctic)
NEW Zealand: 558kHz has replaced 1026kHz for the Southland Radio Sport
channel. The AM simulcast of Classic Hits (was on 558kHz) in Southland
has been discontinued. New station: 954 Puketapu Radio, Palmerston,
East Otago, New Zealand. On-air date April 3rd at 1800z (April 4th 6
a.m. NZT) (Ormandy, HCDX). Transmitter of 100 watts using 35-meter mast
located just West of the township. Station is mostly voluntary
community-access similar to Radio Ranfurly. "Puketapu" is the name of
the high hill located NE of Palmerston, which dominates the area
(Ormandy). Extended use of high power Radio New Zealand transmitters
began on 4 June 1999. Since that date, our Parliamentary Radio Network
stations: 657 2YC Wellington 60kw, 882 1YC Auckland 10kw, 900 4YC
Dunedin 10kw, and 963 3YC Christchurch 10kw are relaying the
'Southern Star Network', an easy listening gospel music program stream
of the Rhema Broadcasting Network on a 24 hour basis, EXCEPT when the
frequencies are used to carry live broadcasts of debating in the New
Zealand Parliament (usually limited to 1400-2200 NZLT Tue/Wed, 1400-1800
Thu). That is only about 800 hours a year, leaving almost 8000 hours
which Rhema's 'Southern Star' have now taken up. (Clark, MWC) Radio
Sport in Timaru, South Canterbury, (transmitter located at St. Andrews)
has moved from 1071 to 1494kHz. (Ormandy)

ARGENTINA: R Esmeralda 1620 has been raided and closed by the government
(Arctic) Radio Bolivia 1640 broadcasts from the discoteque "Faraón
Bailable in Buenos Aires [possibly unlicensed, i.e. illegal operation
bp]. R Cultura 1610 Lanús, R Universo 1620 Glew are new. R Lanús ex

BOLIVIA: R Emisoras Villamontes uses 1545 per anmt hrd on shortwave

CAYMAN ISLANDS: Both Radio Cayman xrs (1205 & 1555) are permanently off

NETHERLANDS ANTILLES: The new "Trans World Radio" magazine says that TWR
Bonaire will turn off their 500-kW 800kHz transmitter later this year.
It will be replaced by a 100-kW solid-state XMTR (manufacturer unknown,
but Continental likely) and a 4-tower directional array, to cover
primary target areas of Cuba, Venezuela, the Dominican Republic and the
Amazon region. The reason is to reduce operating costs, as the 500-kW
rig uses LOTS of electricity. (Glen Kippel)

FRANCE: FIP-585 Paris is on very late at night with nonstop music, very
few announcements after 2100 (Arctic)
GERMANY: Deutsche Telekom is installing the Mega Radio transmitter in
Wobbelin on 576, tests were to begin 6/99. AFN-1107 xr & freq are now
for sale to private broadcasters. 612 will become Power Radio in
summer 99. Mega Radio-693 Berlin will start 9/99 with 250 kw. Mega
Radio-1575 Burg was scheduled to start 1/99 with 500/200 kw(Arctic). LW
153 & 177 will carry DLF-programs in the future and LW 207 & 261 will

ISLE OF MAN: The Isle of Man Communications Commission intends to grant
a long wave license to the Isle of Man International Broadcasting
Company Limited (IoMIBC) subject to the approval of Tynwald, the Isle of
Man Government's Court of Government. The station is expected to
broadcast under the call sign "MusicMann 279". Their web site is

LUXEMBOURG: R. Luxembourg 1440 will cease its MW broadcasts & lease the
xr to other broadcasters (Arctic)
MOLDOVA On July 14, the German TWR section "Evangeliumsrundfunk" at
Wetzlar spread out a press release, which emphasized 1548 as the freq,
which will be used for extended TWR services via Grigoriopol from Aug
2nd. In the beginning they will air two hrs of programming in Bulg, Rom
and gypsy languages per day, later also bcs in Mac and Se are planned.
It is stated, that TWR could secure for exclusive rights to air
Christian programming via Grigoriopol and has a precedence over other
bcs to expand it's transmission times [means VoR can anytime driven away
from 1548 on TWR request like from 1386 on any interested bcs request I
guess -kl]. For the 1548 channel these press release also mentions a
power of 1000 kW (claiming it to be the most powerful MW tx in these
region, although it is one amongst other 1 MW outlets there at best),
which I guess could mean that full power operation was arranged with
"the Russians"; somebody mentioned 1548 as currently running on just 250
kW a while ago, although prior to the Kosovo war and VoR special
service, so maybe these is meanwhile out-dated. (Kai Ludwig-D, Jul 15,

MONACO: BBC WS is testing on 702 0500-0715 & 1800-2115 (Arctic)
NETHERLANDS: The Dutch government has given permission to build two
antenna towers 35 kilometers off the coast of the Netherlands. The
towers will be used by Delta Radio to transmit their programs to the UK,
probably on longwave. Earlier, Delta Radio tried to get permission to
build antenna towers in the Netherlands near the town of Apeldoorn. This
permission was not given due to many protests of people living in the
neighborhood but also due to environmental reasons because the antenna
towers will be 400 (!) meters in height. The government has no
possibilities to stop the building of the towers in the North Sea; even
the sealife will suffer from the electromagnetic currents and the birds
from the towers.(Max van Arnhem, MWC) 675 will probably change owner
very soon. (BE) 828 will change to Classic Rock during the autumn. (BE)
332 Hoppa R has been testing on this freq from a tx at Alphen a/d Rijn,
30 kms from Utrecht (Ruud Voss in EuroLog) 1485 Haagstad R has been
heard testing with very low power in Hindustani. (Kotalampi's webpage;
all via Arctic News Desk, Jul 14) * Radio 10 Gold (675 kHz) is thinking
of giving up its medium wave frequency. Main reason would be lack of
listeners, especially due to the fact that most people who used to
listen to them on 675 kHz, have turned to the FM frequencies. Whereas
at the beginning 40% listened to MW, this number has now dropped to 4%.
As it costs them 2.4 million Guilders per year, Wegener/Arcade (the
owners) estimates the MW broadcasts will end in three months' time. No
worries for the Dutch listeners, but the foreign listeners will surely
be sad about this. * Dutch public broadcaster NOS has asked the Dutch
media minister whether it is possible to get a 5th FM network. In
return they would give up their Medium Wave frequencies (used now by
Radio 1 and 5). (Radiovisie, via MWC)
POLAND: Tests have been been reported on LW 198 in connection with a
major freq reshuffle and tx upgrade planned for this autumn. On Sept
1st, the 1000 kW LW tx at Solec Kujawski (near Bydgoszcz) will be
inaugurated on LW 225. It will replace the 600 kW back-up tx in Raszyn
near Warsaw, which has been working on LW 225 since the collapse of the
Gabin (Konstantynow) mast in 1991. Polskie Radio is planning to use
Raszyn on LW 198 during daytime for one of its programs after Sept.

RUSSIA: Radio Rossii in St.-Petersburg has changed its transmitter with
more powerful and modern one. Instead of former frequency 873 kHz 150 kW
in Olgino (20 km northwest from St.-Petersburg) now is used 801 kHz 600
kW in Popovka (30 km south from St.-Petersburg). On 801 kHz the programs
of TRK "St.-Petersburg" were transmitted before, however because of
financial problems the company has refused this transmitter.(Alexei
