"Radio & TV News" ? new information project of RTS Center. It's the first
parallel project in two languages simultaneous: Russian and English. The
purpose of the project: to make the information on the Russian radio and TV
broadcasting, and also broadcasting in Russian accessible to the greatest
possible number of the interested people and organizations. The information
will be distributed among the domestic and foreign specialists in the field
of broadcasting, including radio stations; the private persons interested in
problems of broadcasting. We shall be grateful for your opinions on the
started project, and also with huge attention we shall consider all offers
on participation in this project from other organizations and private persons.
Another RTS Center active projects:
? weekly electronic Moscow Information DX the Bulletin lighting news on
radio from around the world;
? monthly printed technical & information magazine "Efir-courier" (index in
the subscription catalog 26209 and 26234), presenting the analytical and
practical information on all main events happening in the Russian and
foreign broadcasting, utility, satellite and amateur bands;
? handbook "Foreign broadcasts in the Russian language" (index in the
subscription catalog 26234), issuing two times per year it includes a full
schedule of all foreign radio stations of the world broadcasted in Russian;
? "Internet broadcasting" the intrusion of new technology of broadcasting
for radio, and later TV broadcasting in the Internet (now goes casting of
the programs of radio station "Govorit Moskva").

Astrakhan
In Astrakhan on frequency 105,5 MHz began broadcasting local radio station
"Abcolut".

Kazan
The relay of the Moscow station Radio Russia Nostalgi on 100,5 MHz (after
about 10-day's absence) was restored.

The Kaliningrad province.
The radio station "Baltik-plus" has stopped relays of the information
programs of the "Voice of America" and "Deutsche Welle". This solution is
accepted in the sign of the protest against military operation of NATO in
Yugoslavia.

Moscow
April 7, 1999 in State Duma of Russian Federation the consideration of the
federal Act "About state protection of morals and health of the citizens and
about strengthening of the control on circulation of sex industry
production" was held. The bill is adopted in the third reading.
The purpose of the law (article 1) state regulation and control on
circulation of sex industry production in Russian Federation, that
guarantees the legal party of the given business.
The law defends broadcasters from private estimations (article 9), as
distinct from the draft federal law "About High Council on protection of
morals in the field of television and radio broadcasting in Russian
Federation ".
The bill tenders the legible order of distribution of the given production
(article 7) and strictly limits time (from 1 o'clock till 4 o'clock local
time) of distribution of audio-visual sex programs on television (article 9).

The radio station "Nadyezhda" ("Hope") aired in Moscow on 104,2 MHz
temporarily has stopped broadcasting since April 13. As a reason of
switching-off was the station did not pay rent for the transmitter during
last 3 months, and its gen. manager Sergey Zmeevits has hidden this fact
from the shareholders. Mr. Zmeevitsis discharged of a post, the
anti-recessionary control-manager of "Nadyezhda" was assigned Ilya Ogorodnikov.
According to the program "Segodnyachko" (NTV) Radio station "Nadyezhda" was
switched off because of the sponsors (owners) can not agree, to whom how
many stocks should belong to.
Without dependence from true reasons the station is off the air, and it
difficult to say when it will be on again.

Remark: It is not the first problem already with this radio station for last
year.
On April 15 the meeting of the Chief of the Federal service of Russia on
television and radio broadcasting Mikhail Seslavinskiy with Minister of
defense of Russia Marshal of Russian Federation Igor Sergeyev was held.
During this meeting the common positions were formed on development of
teleradio broadcasting in our country. By results of this meeting the joint
statement was made, in which one tells the following:
"The Ministry of Defense with comprehension concerns to problem of
conversion of a radio-frequency spectrum and necessity of the prompt
redemption of frequencies for the purposes of teleradio broadcasting. The
Ministry of Defense is ready maximum to intensify the given direction of
activity in 1999, including ultra high frequency band in Moscow and Moscow
region.
The federal service of Russia on television and radio broadcasting with
comprehension concerns to aiming of the Ministry of Defense to organize its
own television broadcast on 57th channel of ultra high frequency band. The
concept of a new television channel implies the start of a channel of
military-patriotic direction oriented first of all on growing up generation.
At the same time both parties clearly realize the fact, that in conditions
of a deficit of frequencies for the purposes of teleradio broadcasting the
licensing for broadcasting to the Ministry of Defense should not upset
interests of others potential broadcasters, claiming on to start broadcast
on its own channels. In these purposes the Ministry of Defense and Federal
service of Russia on television and radio broadcasting have agreed that FSTR
licenses Central television and broadcasting studio of the Ministry of
Defense of Russian Federation for broadcasting on 57th television channel on
the unscheduled basis, and the Ministry of Defense allocates two frequency
bands in the ultra high frequency band for television broadcast in Moscow
and Moscow region".

April 23, 1999 the chief of the Federal service of Russia on television and
radio broadcasting Mikhail Seslavinsky sent to the chiefs of leading
Russia's TV and radiocompanies his appeal with the estimation of barbarous
bombardment of the Belgrade television. It tells:
"In the night from April 22 to April 23 this year NATO forces inflicted a
missile-bombing strike on the state telebroadcasting company of Yugoslavia.
Undoubtedly, these antihuman acts have caused the most severe concern in all
mass media of Russia, especially radio and television. It is no doubts, that
the mass media of any country can not be responsible for operating of the
parties in armed conflicts. The transformation of an electronic mass media
of Yugoslavia in the hostages of a situation, conscientious destruction of a
telebroadcasting complex, connected with it human victims is an obvious and
provocative challenge to all broadcasting community.
That fact is specially offensive, that the appeal with the request to
express the decisive protest against a capability of similar operating,
which I sent on April 9 this year together with the Chairman of the Russian
state broadcasting company "Voice of Russia " Armen Oganyesyan to the
General secretary of European Broadcasting Union Mr.Albert Sharf, has not
followed any response.
I invoke you to exhibit solidarity with your Yugoslavian colleagues and to
render them intellectual and, whenever possible, information support ".

April 27 RTR received the certificate on registration as unitary company.
The process of reforming of a state television begun year back by decree of
the President of Russia, it looks, goes on a finish line. RTR is becoming
"Telechannel Russia ". Except for RTR, the changes of the legal form expect
all patterns which are included in VGTRK Holding. Now it includes more than
hundred companies ? all of them will receive the status of independent legal
status. The functions of the main customer and chief still remain for
All-Russia state TV & Radio Company (VGTRK) ? possessor of the license for
broadcasting.
Now "VGTRK" is largest media-holding in Russia. The telechannels "Russia"
(RTR) and "Culture", Russian news agency "News", about hundred regional
state TV & Radio companies and almost as much of communication companies
(ORTPC), "Soyuztelefilm", radio station "Radio Russia", "Voice of Russia",
"Orfei", "Nostalgy" and number of other organizations are in its structure.

April 28, 1999 in "President-hotel" the signing of The Charter of TV & Radio
Broadcasters was held. The solemn ceremony of signing drove at the presence
of the leaders of the state, Federal Service of Russia on TV and Radio
Broadcasting, Appellate court on information disputes in the President of
Russian Federation, Journalists Union of Russia and other organizations.
The Charter was signed by the chiefs of leading Russia's broadcasters.
The Charter of TV & Radio Broadcasters represents the voluntarily received
set of rules and standards of behavior in the field of TV and radio
broadcasting, to which the signed it TV & Radio broadcasters undertake to
follow strictly. The major principles which were laid in the Charter,
concern the maintenance of veracity of the information, protection of the
rights both legitimate interests of the citizens and organizations, respect
of inviolability of private life, waiving of demonstrating of excessive
cruelty and violence. The Charter pays special attention to preservation of
purity of Russian language in TV & Radio broadcasting. Among operatings
incompatible to the standards of civilized journalism, the Charter marks
promulgation of the information depending on political concerns of the third
parties.
With the purposes of implementation of regulations of the Charter the
telebroadcasting organizations which have signed it have agreed about
creation of Public Broadcasting Council.
The process of preparation of the Charter was not simple. After 9 months of
intense coordinations and development of the precise formulations the
initiative of the Federal service of Russia on TV and Radio Broadcasting has
received final endorsing of leading TV & Radio broadcasters in the State.
TV & Radio companies supported the Charter consider, that in conditions,
when the claims of very different sense permanently sends to mass-media,
when the attempts are undertaken to limit a freedom of speech, including
legislative way, the Charter of TV & Radio Broadcasters should demonstrate
readiness of broadcasting community to decide the problems of moral and
spiritual principles of broadcasting independently.
Signed the Charter emphasizes its voluntary status and remind that it is
opened for all broadcasters. It is supposed that in the near future the
Charter will be signed by large group of the leading broadcasting companies
and regional mass-medias.

Russia " (time is UTC): 20-minutes programs in English at 19.00, in Russian
- 19.20, in German - 19.40, in French - 20.00, in Serb & Croatian - 20.20,
in Albanian 20.40 on frequencies 12000, 11980, 7350 kHz on short waves and
1548 kHz on medium waves. Another sources indicate also 7320 and 9865 kHz.
Additional translations on Serb & Croatian at 03.00-04.30 on 9485, 7440,
1548 kHz and 21.00-22.30 on 12000, 7350, 1548 kHz.
Russian service of the "Voices of Russia " is interested in reception

"Otkrytoye Radio" announced about returning to the former format and name,
the project "Radio Romantika" is transformed to the daily 3 hour program.

The official site of radio station "M-radio" www.mradio.ru has opened.

Public Russian Radio. With this name the commercial organization Concern
"Radio-Center" (113326 Moscow, ul. Pyatnitskaya 25) received the license #
3217 of 18.05.1998 for air radio broadcasting in Russia and CIS. It is
supposed as well broadcasting via satellite.
During 1999 the messages about start of broadcasting of the Public Russian
Radio in following cities of Russia were received:
Arkhangelsk 105.4 MHz
Vladimir 106.9 MHz
Voronezh 101.6 MHz
Murmansk 106.5 MHz
Perm 102.0 MHz
Tambov 103.9 MHz
Tver 73.61 MHz

Nizhni Novgorod
In Nizhni Novgorod on frequency 106,9 MHz round-o-clock broadcasting of
radio station "Echo Moskvy" began.

St.-Petersburg
Radio Rossii in St.-Petersburg has changed its transmitter with more
powerful and modern one. Instead of former frequency 873 kHz 150 kW in
Olgino (20 km northwest from St.-Petersburg) now is used 801 kHz 600 kW in
Popovka (30 km south from St.-Petersburg). On 801 kHz the programs of TRK
"St.-Petersburg" were transmitted before, however because of financial
problems the company has refused this transmitter.

In the "northern capital" after several months of silence reactivated radio
"Echo of St.-Petersburg". The broadcasting is round-o-clock, major time will
be programs of "Echo Moskvy" relayed. The frequency was not mentioned, it
could mean, it remained the same. In the talk took place in the Moscow
studio with the deputy chief of St.-Petersburg city administration, it was
discussed perspective to supply a capability of reception of "Echo" on all
stretch of the line "Moscow-St-Petersburg", and later to spread broadcasting
on Helsinki, where there are a lot of Russian-speaking listeners.
As of 21.04.99 transmissions of the "Echo Moskvy" programs in St. Petersburg
on 91,5 MHz did not start yet.

Foreign countries
CANADA
Radio Canada International changed its program schedule from April 4th.
On Sundays the following programs are transmitted now:
"Canada - from the sea up to the sea", "Cultural review", "Religious life in
Canada".
"The Geographic magazine" will repeat on Thursday. "The Cultural review"
respectively will not be transmitted on Thursday.
"The English language Lessons" will be transmitted on Mondays.
There will be no "Meetings at the microphone" program. But interview with
the interesting people will be aired as before in regular programs. "The
Archive interviews" of Radio Canada International will be transmitted on
Mondays as yet.
The other programs remain without changes.

Forthcoming events
The National Association of TV & Radio Broadcasters invites you to
participation in representative International Scientific & Practical
Conference "Management and practice of marketing activity of electronic mass
media". The conference will take place in Moscow in the Hotel
"Redisson-Slavyanskaya" on May 17-19, 1999. The conference is official
measure of the American Advertising Federation.
During conference the following problems will be covered:

- Russian experience of successful control of TV channels and radio stations
- Problems of development of state regulation of advertising activity of
electronic mass-medias

May 21 this year National Association of TV & Radio Broadcasters conducts
discussion "Problems and perspectives of interactive television in Russia "
within the frameworks of VII International Festival of the
computer-generated image and animation "Anigraf-Telekino" (May 19-22, Center
of International Trade).

1. Interactive television in Russia and in the West
2. Essential technical means of development of interactive television
3. Television genres with applying of interactive television:
- Socio-political programs
- Entertaining and acting programs
- Lowbudget intellectual know-hows (quizs, lottery etc.)

The sixth Moscow International Telemarket "TeleShow spring'99" will take
place on May 26-28 in Center of International Trade.
In the Telemarket the wide range of licensed TV, cine and videoproduction of
different genres both domestic and foreign will be offered. You can find
archive materials, programs of central and regional broadcasting companies,
last works of domestic film studios and producer corporations.
Following to wishes of the participants of previous Telemarkets, management
"Teleshow' 99" with support of Television Technical Center (former
"Ostankino") organizes within the framework of exposition technical section
"Teletools'99", on which it will be shown a professional TV and
cine-equipment for shootings, mounting, dubbing and duplicating of the
programs. Studios of the computer-generated image, auxiliary equipment and
accessories, studio facilities also will be shown.
