Actually, the official internationally agreed upon standard is:
YYYY-MM-DD
Leading zeros included. That is an ANSI and ISO standard, and
has been
adopted by the Japanese and SA's, if I remember correctly.

Jim,
That's the ISO standard for US influence. In Europe and latin
culture the standard is DD-MM-YYYY. You can say that your
format is better for loggings and so on. I don't discuss this!, but
your standard is not our standard. If LAs use YYYY-MM-DD is for
US influence, and this is INCORRECT in languages coming from
Latin.
Same effect with separators. Countries where the English has been
the main language use (,) as separator, e.g. 1,000,000 and (.) for
decimals, e.g. 10,23. But in Europe (not UK and satellites) is the
inverse: (.) for 1.000.000 and (') for decimals 10'23.
