[HCDX]: HAARP

ALASKA 6990.0CW HAARP testing at 0700-0716 UTC on March 27; very weak but on
clear channel, making it possible to 90% read their CW message here. A SSB
signal probably would not have made it (long lives CW ;-) !). Closing with
identification >>+ de haarp<<. Seemingly they do not have a call sign
according to ITU rules. Does the FCC allow this? HAARP insists to be a
strictly non-military project, so they should have a decent call sign when
doing these tests. This is not broadcasting, I know. But since HAARP tries to
manipulate the ionosphere and how signals propagate it might be interesting
also for BC-DXers to have an eye/ear on what they are doing. (Kuhl/Germany)
